Which state has announced a policy denying govt. jobs to people with more than 2 children?

The Assam govt announced a draft population policy which suggested denial of govt jobs to people with more than two children and making education up to university level free for all girls in the state. Minimum age for marriage must be followed for getting benefits of government employment generation schemes. Policy proposes strict measures to prevent child marriage.
