Which state government, on March 22 signed an MoU with SBI Bank to provide housing and education loans to its employees at subsidized rates?

Assam government signed two MoUs with SBI to provide housing loan at hugely subsidised interest rates of 5% for its women employees and 5.5% for men, and education loan for higher education for their children at 4% interest rate. Both types of loans will be free of any collateral security and processing fee.
