Each autonomous district has a district Council consisting of 30 members of whom are nominated by the Governor and the remaining 26 are elected on the basis of adult franchise. Each autonomous region also has a separate regional Council. The district and regional councils administer the area under their jurisdiction. The district and regional councils within their territorial jurisdiction can constitute village councils for courts of the trial of suits and cases between the tribes. The provisions of the Sixth Schedule provide certain financial powers to the District and Regional Councils. They are empowered to prepare a budget for their respective councils.
